Windows 7開發曆史從Windows Vista發布後開始記錄。

Milestone 1、Milestone 2和Milestone 3在2008年被送給微軟閤作夥伴。2008年10月，微軟在PDC大會上公布瞭Build 6801並且宣布Beta版將在1月發布。RC版本將會在2009年4月30日提供給MSDN和Technet的訂閱使用者，而在2009年5月5日嚮公眾發布。2009年7月22日微軟發行最後一版的Windows 7給製造廠商。[1]8月6日，MSDN和Technet的訂閱使用者可以下載該版本。各種不同的版本也已經泄漏。微軟確認正式版Windows 7將在2009年10月22日發布。

曆史
2000年，微軟計畫繼續開發Windows XP及其伺服器版本Windows Server 2003（開發代號皆為「Whistler」）的新版本，開發代號為「Blackcomb」（指度假勝地「Whistler-Blackcomb」）。這計畫當時預定於2005年發行。[2][3]

Blackcomb計畫的主要重點在於有效的搜尋和查詢資料，且開發一種先進的儲存係統名為WinFS以滿足此計畫。在這樣的情況下，微軟創辦人比爾·蓋茲稱贊Blackcomb像是「一台可以認得使用者所輸入的句子的打字機」。[4]

不久之後，Blackcomb臨時被延後，代替的是下一版本，開發代號為「Longhorn」，預定於2003年發行。[5]在2003年間，然而Longhorn擁有瞭一些本來要在Blackcomb上發錶的新功能，包括WinFS、桌麵視窗管理員，及新版本的係統組件.NET Framework。

After the 2003 "Summer of Worms", where three major viruses − Blaster, Sobig, and Welchia − exploited flaws in Windows operating systems within a short time period, Microsoft changed its development priorities, putting some of Longhorn's major development work on hold in order to develop new service packs for Windows XP and Windows Server 2003. Development of Longhorn was also "reset" in September 2004.

命名
As major feature work on Windows Vista wound down in early 2006, Blackcomb was renamed Vienna.[6] However, following the release of Windows Vista, it was confirmed by Microsoft on July 20, 2007 that "the internal name for the next version of the Windows Client OS"[7] was Windows 7, a name that had been reported by some sources months before.[6] On October 13, 2008, it was announced that Windows 7 would also be the official name of the operating system.[8][9]

On October 13, 2008 Mike Nash, Microsoft's vice-president of Windows product management said:

「 The decision to use the name Windows 7 is about simplicity. Simply put, this is the seventh release of Windows, so therefore Windows 7 just makes sense.
Coming up with an all-new 'aspirational' name does not do justice to what we are trying to achieve, which is to stay firmly rooted in our aspirations for Windows Vista, while evolving and refining the substantial investments in platform technology in Windows Vista into the next generation of Windows.[9][10]
」

Numbering this version of Windows as "7" has confused many users, so on October 14, 2008 Nash clarified his earlier remarks, saying:[11][12]

「 The very first release of Windows was Windows 1.0, the second was Windows 2.0, the third Windows 3.0. Here's where things get a little more complicated. Following Windows 3.0 was Windows NT which was code versioned as Windows 3.1. Then came Windows 95, which was code versioned as Windows 4.0. Then, Windows 98, 98 SE and Windows Millennium each shipped as 4.0.1998, 4.10.2222, and 4.90.3000, respectively. So we're counting all 9x versions as being 4.0. Windows 2000 code was 5.0 and then we shipped Windows XP as 5.1, even though it was a major release we didn't want to change code version numbers to maximize application compatibility. That brings us to Windows Vista, which is 6.0. So we see Windows 7 as our next logical significant release and 7th in the family of Windows releases...There's been some fodder about whether using 6.1 in the code is an indicator of the relevance of Windows 7. It is not. Windows 7 is a significant and evolutionary advancement of the client operating system. It is in every way a major effort in design, engineering and innovation. The only thing to read into the code versioning is that we are absolutely committed to making sure application compatibility is optimized for our customers.[12] 」

Focus
Microsoft's Ben Fathi stated on 9 February 2007 that the focus of the operating system was still being worked out, and he could only hint at some possibilities:[13]

「 We're going to look at a fundamental piece of enabling technology. Maybe it's hypervisors. I don't know what it is [...] Maybe it's a new user interface paradigm for consumers. 」

Bill Gates, in an interview with Newsweek, suggested that the next version of Windows would "be more user-centric."[14] When asked to clarify what he meant, Gates said:

「 That means that right now when you move from one PC to another, you've got to install apps on each one, do upgrades on each one. Moving information between them is very painful. We can use Live Services to know what you're interested in. So even if you drop by a [public] kiosk or somebody else's PC, we can bring down your home page, your files, your fonts, your favorites and those things. So that's kind of the user-centric thing that Live Services can enable. [Also,] in Vista, things got a lot better with [digital] ink and speech, but by the next release there will be a much bigger bet. Students won't need textbooks; they can just use these tablet devices. Parallel computing is pretty important for the next release. We'll make it so that a lot of the high-level graphics will be just built into the operating system. So we've got a pretty good outline. 」

Gates later said that Windows 7 will also focus on performance improvements:[15]

「 We're hard at work, I would say, on the next version, which we call Windows 7. I'm very excited about the work being done there. The ability to be lower power, take less memory, be more efficient, and have lots more connections up to the mobile phone, so those scenarios connect up well to make it a great platform for the best gaming that can be done, to connect up to the thing being done out on the Internet, so that, for example, if you have two personal computers, that your files automatically are synchronized between them, and so you don't have a lot of work to move that data back and forth. 」

Senior Vice President Bill Veghte stated that Windows 7 will not have the kind of compatibility issues with Vista that Vista has with previous versions:[16]

「 You've let us know you don't want to face the kinds of incompatibility challenges with the next version of Windows you might have experienced early with Windows Vista. As a result, our approach with Windows 7 is to build off the same core architecture as Windows Vista so the investments you and our partners have made in Windows Vista will continue to pay off with Windows 7. Our goal is to ensure the migration process from Windows Vista to Windows 7 is straightforward. 」

Speaking about Windows 7 on 16 October 2008, Microsoft CEO Steve Ballmer confirmed compatibility between Vista and Windows 7:[17]

「 Our next release of Windows will be compatible with Vista. The key is let』s get on with it. We』ll be ready when you want to deploy Windows 7.[17] 」

Ballmer also confirmed the relationship between Vista and Windows 7, indicating that Windows 7 will be an improved version of Vista.[17]

版本
初時，開發代碼為「Blackcomb」的作業係統曾原訂於Windows XP後發售。2001年8月，微軟突然宣佈延後數年。Windows XP和Blackcomb之間，加插Vista（開發代號「Longhorn」）。自此，Blackcomb被修改多次，擾亂Blackcomb係列的推齣計劃。直至2006年，仍在內部的伺服器及用戶端版本階段。

2006年1月，Blackcomb改名「Vienna」（維也納）[18]。2007年7月，微軟證實內部正式代號為Windows 7[19]。而 Windows 7 為係統名稱和版本號並沒有直接的關係，就像 Windows Vista 和 Windows XP 一樣，其名稱和和版本號並無直接關係。

目前，Windows 7已經在2008年中發佈三個Milestones（裏程碑）。Milestone（裏程碑） 1，於2008年1月中旬，發送至極少數的電腦開發商，此版本基於Windows Vista 的更新檔案。使用前，須先安裝Windows Vista及SP1。本版的介麵與Vista無異。而M2在同年四月至五月發佈。M3在2008年10月28日，於PDC2008公佈，版本號為 6801.winmainwin7m3.080913-2030。2008年12月20日，部份內部測試員可測Beta版本。2009年1月9日，微軟正式對外發佈Windows 7 Beta。RC版發佈日期為5月5日，而RTM版預定於2009年的下半年發佈。

另外，微軟於2008年8月14日下午推齣瞭「Windows 7專案」部落格網站，這是微軟下一個版本的Windows的官方營銷渠道。微軟將利用這個開放的渠道收集用戶對於這個新的操作係統應該增加什麼新功能的意見[20]。這個部落格網站的兩位主管微軟高級副總裁Jon DeVaan和Steven Sinofsky在首先發錶的部落格中承認，微軟將在2008年10月27日在洛杉磯舉行的專業開發人員會議上首次介紹有關Windows 7的專案細節。

Milestone 1
Windows 7的第一測試版「Milestone 1 （M1）」發現，根據 TG Diary 所寫該版本編號為6.1.6519.1。2008年1月，共有x86及x86-64兩種版本傳送給微軟夥伴。[21][22] Build 6519是第一版擁有不同型態的工作列，盡管沒有人知道如何啓動新的工作列。[23]雖然微軟沒有證實，但預覽擷圖仍經由各種管道泄漏。[24][25] M1程式碼編譯為一獨立係統，可以雙重開機與Windows Vista並存，且已停止Windows Vista Service Pack 1安裝。[26]可釘選及取消釘選程式至工作列。

2008年4月20日，版本編號6.1.6574.1 M1 第二版本的擷圖和影片泄漏齣。此版本包含對Windows Explorer和新的Windows Health Center的修改。[27]

Milestone 2
根據TG Daily2008年1月16日標題所述，「Milestone 2 （M2）」預計於2008年四月至五月間完成。[21]其中一個M2版本在D6會議(D6 conference)[28]中示範操作，該版本編譯字元串為「6.1.6589.1.x86fre.winmain_win7m2.080420-1634」。該版本被發現擁有與Windows Vista不同的工作列，其中的特點是不同區塊有不同的顔色。主持人婉拒對它下評論，他說明：「我們現在不應該在此談論它」。[29]

Milestone 3
根據Paul Thurrott所述，「Milestone 3 （M3）」（build 6780） 已於2008年9月7日當週傳送給微軟員工及閤作夥伴。 由 ZDNet 的 Mary Jo Foley[30] 和傳教士（UX Evangelist）Stephen Chapman[31] 描述，M3和Windows Vista有類似的視覺與功能，且部份內建於該版本的應用程式有與Office 2007相似的ribbon介麵。[32]

許多Windows舊版本的應用程式被移除掉，包含行事曆、連絡人、Mail、會議空間、Movie Maker、相片圖庫，並將於Windows Live Wave 3測試版開放下載。[33] WinFuture.de 之後泄露瞭192張 Windows 7 build 6780 的擷圖。[34]Windows 7 build 6780 企業版開始泄露於網路上。

2008年10月28日，微軟在PDC2008上正式公佈Windows 7 Pre-beta，版本號為6801，這是微軟首次嚮大眾公佈Windows 7。同時，在會上展示的是版本號為Build 6933的更高版本，已經齣現超級任務欄（Superbar）。

Pre-Beta (初期測試版)
On 8 October 2008, screenshots of Windows 7 build 6801 were leaked.[35] On 28 October 2008, Microsoft distributed Pre-Beta build 6801 （also known as the PDC build） x86 and x64 to attendees at its Professional Developers Conference （PDC）.[36] It has since been leaked to bittorrent networks.[37] It features an enhanced taskbar similar to the one in build 6933 although it is disabled by default. An unofficial patch has been released to enable the new taskbar and other hidden features in build 6801.[38][39] The glass window borders in Windows 7 build 6801 have a different blending style, making the colors behind them more saturated. This was removed in build 7000. Also, other features that were present in build 6801 have been removed in later builds like Accelerators, RSS-feed wallpapers and Pen and Touch panning. Microsoft also demonstrated build 6933.winmain.081020-1842 during the PDC, but did not give it to attendees.[40] On 14 November 2008, screenshots of Windows 7 build 6936 were leaked by Winfuture.[41] On 20 November 2008, Microsoft posted screenshots of build 6948 on the Engineering Windows 7 blog.[42] In early December, WinFuture.de leaked screenshots of build 6956, which demonstrated a new bootscreen （since build 6954） and several improvements.[43] At WinHEC in China, screenshots of build 6951 were leaked and an attendee leaked Windows 7 build 6956 x86.[44] Paul Thurrott has posted several screenshots on his website of another build from the 69xx range.[45] On December 10, 2008, Windows 7 build 6936 x64 leaked to the Internet.

2008年12月4日，微軟在WinHEC China 2008展示版本號為6956的Windows 7，這版的啓動畫麵、任務欄、Media Center等地方都有改進。

Beta (測試版)

Windows 7 BetaOn December 23, 2008, screenshots of the Windows 7 beta （build 7000） were leaked.[46]. On December 27, the x86 version of Windows 7 Beta build 7000 leaked and quickly spread to torrent sites, and many FTPs. On 5 January 2009, the 64-bit version of the Windows 7 Beta （build 7000） was leaked onto the web.

The Windows 7 Beta was released on January 7, 2009 to TechNet and MSDN subscribers.[47] On January 10, after a short delay due to overwhelming demand, both 32 and 64-bit versions of the Beta were made available to the public until the 10th of February. The build number is 7000.winmain_win7beta.081212-1400. [48] Existing installations of the beta will continue to operate until August 1, 2009.

2008年12月20日，部份內部人員收到微軟郵件，在Microsoft Connect的Windows 7項目已經開始，Windows 7 Beta Build 6.1.7000.0.081212-1400已經分發給瞭部份測試者。

2009年1月7日，微軟展開範圍更廣的Beta測試，獲邀的MSDN及TechNet用戶都可下載。

2009年1月9日，微軟正式對外發佈Beta測試版，並原定首250萬用戶纔可下載Windows 7 Beta。但由於用戶反應超乎預期，微軟隨後決定取消此限製，並延長公開下載期限至1月24日[49] ，後又再次延長至2月10日。[50]。目前32位元提供英文、德文、日文、阿拉伯文和印度文。64位元提供英文、德文、阿拉伯文、日文。同時，亦有提供繁體中文和簡體中文在32位元和64位元的語言包供中文使用者下載安裝。但目前已經停止提供下載，但您仍可獲取序號以進行安裝。

Pre-Release Candidate (準發行候選版)
On February 8, 2009, build 7022 x86 of Windows 7 was leaked to file sharing sites on the Internet by a Microsoft Ukraine employee[51]. On March 1, 2009, build 7022 x64 was leaked. Reviewers have noted that Internet Explorer 8 has been updated to RC1, a few new icons, new animation effects for Windows Desktop Gadgets with new icons and changes to Paint and a faster setup process. The build was completed on January 15, 2009.[52]

A 64-bit build 7048 was leaked on March 2, 2009[53] and the 32-bit build 7048 was leaked on March 6. One notable change of this build is that users now have the ability to turn off functionality of various Windows features, like Internet Explorer, Windows Search, and Windows Media Player via the Control Panel. Ars Technica did a roundup of some of the visual UI changes between build 7000 and 7048 [54] and ZDNet managed to do some performance tests showing build 7048 is superior to build 7000.[55].

On February 26, 2009, Microsoft announced 36 major user-visible changes to Windows 7 since the Beta[56]. On March 6, 2009, Microsoft announced that users will have the ability to turn off even more features than in Windows Vista. Some programs users will be able to turn off include Windows Media Player, Windows Media Center, Internet Explorer 8, Windows Search, and the Windows Gadget Platform.[57]

On March 11, 2009, build 7057 x86 was leaked and on March 13, 2009, the x64 version was leaked. Build 7057 was compiled on March 5, 2009.[58]

Build 7068 was compiled on March 21, 2009, and is available to select Microsoft Connect testers.[59] On March 27, 2009, build 7068 x86 was leaked and on March 28, 2009, the x64 version was leaked. On April 7, 2009, the 32-bit version of build 7077, an RC escrow build,[60] was leaked.[61] and the x64 version was leaked two days later, on April 9, 2009.

Release Candidate (RC，發行候選版)

Windows 7 Release CandidateThe Windows Team Blog announced on April 24, 2009 that the Release Candidate would be available to MSDN and TechNet subscribers on April 30 and to the public on May 5. The release candidate was also reportedly given to OEM partners and TAP gold testers. On April 24, 2009, the build was leaked to popular file sharing networks in both x86 and x64 editions. The release candidate has a build tag of 7100.0.winmain_win7rc.090421-1700. The Windows 7 Release Candidate is available on Microsoft's website.[62]

Pre-Release to manufacturing
2009年4月12日，Windows 7 Build 7106中文版本泄露。4月13日，Build 7106英文語言包泄露。[63] Build 7106 在RC分支 Build 7077 編譯前完成。

2009年5月7日，Windows 7 Build 7127 可以自行選擇 Microsoft 連接測試者(Connect testers)。[64] Build 7127於5月14日也以種子方式泄露齣。

2009年5月26日，可利用Windows Update取得31種語言包。

2009年5月28日，Windows 7 Build 7137泄露，該版本完成於5月21日。[65]

2009年6月3日，Windows 7 Build 7201泄露，該版本完成於6月1日。[66]

Release to manufacturing (RTM)
2009年6月2日，微軟證實Windows 7 RTM原始碼將會完成於七月，並於2009年10月22日發行，且同時發布Windows Server 2008 R2[67]

RC和RTM

網上流傳的Windows 7 Build 7062 安裝文件內容，已被其作者本人承認是僞造的2009年1月12日，據國外媒體報導，微軟負責Windows産品管理的企業副總裁邁剋·納什（Mike Nash）日前錶示，Windows 7的開發已經進入RC1階段，這意味著Windows 7很可能在夏末提前發佈。[68] （註：根據微軟的內部計劃，Windows 7 僅有一個Beta版和一個RC版）

2009年1月31日，來自微軟瑞典閤作夥伴的訊息，Windows 7 RC的發布日期已經確定約在4月上旬。RTM將在2009年第三季發布。這意味著Windows 7的開發相當順利，也有傳聞稱Windows 7的測試者將在2月拿到一個過渡版本，目前最新版本號為6.1.7032.0.winmain.090129-1812[69]。

同日，據國外媒體報導，微軟Windows專案主管史蒂文·辛諾夫斯基（Steven Sinofsky）證實，Windows 7將不設Beta 2版本，而是直接進入RC階段。辛諾夫斯基稱，微軟仍堅持此前計劃，即Windows 7隻有一個Beta版本，然後直接發布RC。RC版本發布後，如果沒有太大Bug，那麼將直接進入RTM版本。如果存在重大漏洞，通常會再發布一個RC版。但辛諾夫斯基並未透露Windows 7正式版發布日期。RC版針對係統的鍵盤、攝像頭和一些裝置提供瞭更好的支援，並不對效能、使用者習慣、相容性和可用性做改動。

2009年2月21日，在澄清瞭Windows 7 Build 7048的謠言後，微軟錶示目前最新的版本為Build 7041（6.1.7041.0.winmain.090211-xxxx）,為2月11日編譯。 根據Neowin獲得的最新訊息，RC版本預定的「官方發布日期為2009年4月10日」，不過Windows開發團隊能否在這個日期完成開發就是另外一迴事瞭，如果一切順利，那麼所有使用者都可以在4月10日下載使用Windows 7 RC版。

2009年3月12日，Windows 7 Build 7057泄露，這個版本在介麵上比一周前泄露的7048有不少的改進，同時也有更多的地方標註上RC的標記，編譯字元串為7057.0.x86fre.winmain.090305-2000。

2009年3月17日， 據國外媒體報導，日前有訊息稱，Windows 7 RC版本將推遲到5月發佈，而不是此前預期的4月份。此前有報導稱，微軟將於4月10日左右發佈Windows 7 RC。但據俄羅斯網站Wzor最新獲得的訊息顯示，Windows 7 RC已被推遲到5月的最後一個星期發佈。

2009年3月19日，Windows 7 Build 7061泄露，該版本完成於3月11日。

2009年3月28日，Windows 7 Build 7068在Mininova泄露，版本號為7068.0.090321-1322。

2009年4月6日，有訊息稱，Windows 7達到瞭一個Pre-RC的Milestone，最新版本號為6.1.7105. 090404-1235.0.winmain。

2009年4月8日，Windows 7 Build 7077泄露，版本號為7077.0.090404-1255。

2009年4月12日，Windows 7 Build 7106泄漏，編譯字元串為「6.1.7106.0.winmain.090408-1623」。從編譯字元串上看，這個版本是4月8日下午四點半左右完成的，介麵已經完全簡體中文化，特彆是關於對話框裏齣現瞭「Windows 7旗艦版」的字樣。在這個版本中仍然存在亂碼，不過並不是因為什麼失誤造成的。[70]。

2009年4月17日，有訊息說，Windows 7 RC官方公測將在4月26日開展，而版本將是7082版。

2009年4月25日，Windows 7 RC Build 7100的安裝映像檔已經在Mininova、Pirates Bay等BT網路上蔓延，版本號為7100，編譯字元串為7100.0.winmain_win7rc.090421-1700，完成於4月21日下午五點。

2009年5月5日，微軟正式發布RC版本。[71]同時微軟還介紹瞭一個新的技術，這個功能命名為「Windows XP 模式」（Windows XP Mode, XPM）。這個功能可以使用者在同一個桌麵上運行Windows XP和Windows 7應用程式。這個功能免費提供給Windows 7 Professional、Enterprise和Ultimate版本用戶。[72]

2009年5月15日，又一個新Pre-RTM版本遭到泄露，版本號為7127，完成於5月7號。據使用者測試，7127 隻在效能上有所提高，沒有找到新功能。

2009年5月28日，Windows 7 Build 7137開始齣現在網路上，該版本完成於5月21日。而同時有訊息說7140版Windows 7有較大的介麵改進。

2009年6月3日，Windows 7 Build 7201泄露，編譯字元串為「6.1.7201.0.winmain.090601-1516」，該版本完成於6月1日。

2009年8月6日，Windows 7 Build 7600 RTM泄露。
