依據教育部訂齣的國中寒暑假課輔計畫，課輔不能上新課程，且是自由參加，傢長也可選擇不參加，隻是現在不少學校都要求學生要上輔導課，甚至為瞭搶進度，在寒假上新課程。
教育部長吳清基錶示，學校通常會有課輔課程，在寒假期間安排課業輔導，可能是學校認為對學生有利，如果學生有另類的學習規劃，隻要傢長齣麵，學校應該尊重傢長的選擇，容許部分時間給予假期的考量。
吳清基說，寒假是學習課業輔導，不宜用新課程替代，寒假不是正規學習時間，應給學生和傢長更大的學習空間。
吳清基也說，鼓勵傢長為孩子安排各種校外學習活動，但要注意安全。
